When you say easiest and cheapest way to make a website, I suppose that you also want it to look decent, because what’s the point of having a bad website, right?
GoDaddy is the good starting point for a domain. I only used their services and I was satisfied, so I cannot speak about other providers. but I’m sure there are others out there that are half decent.
After that, you basically have two ways to go about this. Assuming that you want to save as much money as possible, hiring a developer isn’t an option for you.
DIY Website Builder - here you can can save a lot of money on that do-it-yourself part. The good thing is that nowadays you don’t need to know any coding, which the relief for many. Website builders like Wix, Squarespace and others offer free or paid plans and abundance of templates which is enough for most basic users.
I must admit that I’m a little biased, but my personal recommendation would be definitely be to go withucraft . Premium website templates maybe lack in number but they are fully customizable and I would specially recommend them for design oriented users because they offer a lot option for visual editing and UI/UX design. If you don’t offer a lot of different or complex services and you don’t have much content, then you actually go with free landing page. It’s always better to organize your content and Call To Actions on interesting and engaging one-pager than write meaningless content just to fill empty pages.

If you want gorgeous ready to use template you’ll need to pay, if you want it for free - that learn WordPress.
