Given,

one rational no. = -3/5

Sum= 3/7

Let the second no. be x.

According to the question,

 - \frac{3}{5} + x = \frac{3}{7}

x = \frac{3}{7} - ( - \frac{3}{5} )

x = \frac{3}{7} + \frac{3}{5}

x = \frac{3 \times 5 + 3 \times 7}{35}

x = \frac{36}{35} \\ \\ x = 1 \frac{1}{35}

Thus, the required no. is

1 \frac{1}{35}

Let 'x' should be added to  \dfrac{-3}{\:5}  to get   \dfrac{3}{7}

So,

  According to the question

\dfrac{-3}{\:5}+x=\dfrac{3}{7}\\\\\\\implies x=\dfrac{3}{7}+\dfrac{3}{5}\\\\\\Now\:we\:take\:the\:LCM\:of\:7\:and\:5\\\\\\\begin{array}{r | 1} 5 & 7,5 \\ \cline{2-2} 7 & 7,1 \\ \cline{2-2} &1,1 \end{array}\\\\\\LCM=5\times7=35\\\\\\x=\dfrac{15+21}{35}\\\\\\x=\dfrac{36}{35}\:or\:1\dfrac{1}{35}
