Ans:

let \: y \: should \: be \: added \: to \: 8x {}^{3} - 4x {}^{2}  + 2x + 7

therefore \: according \: to \: question \: -   \\  \\ 8x {}^{3 }  - 4x {}^{2}  + 2x + 7 + y = 10x {}^{3}  - 2x {}^{2}  + 7x + 20

  => y= 10x {}^{3}   - 2 x {}^{2}   + 7x + 20 - 8x {}^{3}  + 4x {}^{2}  - 2x - 7

 => y = 2x {}^{3}  + 2x {}^{2}  + 5x + 13

therefore \: 2x {}^{3}  + 2x {}^{2} + 5x + 13 \: should \: be \: added \: to \: 8x {}^{3}   - 4x {}^{2}  + 2x + 7 \: to \: get \: 10x {}^{3}  - 2x {}^{2}  + 7x + 20
