What should be the condition for the efficiency of a Carnot engine to be equal to 1?

The second law of thermodynamics states that for an engine to develop work it must reject heat to a lower temperature source. So Q1 is not equal to zero. So efficiency is always less than 1. So now that the efficiency is always less than 1, question arises what is its maximum value.
