heya mate

well, according to me first u should tell nagar Palika they will do the following:
they should be filled with the type of material that is used to make that road.Mainly,a road have holes in rainy season.But if it is a brick road it should be filled with brick and should be attached neatly.many holes in a road results in some accident that's why it should be filled quickly.
