Large population needs more area to live, more work should be available , transport facilities etc. Area's topography is also important, factors like type of soil, rivers, wildlife , flora, fauna etc. should government keep in mind. Ancient civilisations planed cities according to rivers, stars etc. so they could live according to nature.
