Firstly there is nothing such as NSEM, for maths, there is a separate exam named RMO in which you have to register.
You cannot register individually. There is only one way to enrol in NSEP, that is via school. You have to ask your school to register you in NSEP.

OR
You could wait for IAPT to put up a list of centres. Find a school near you and go register from there.
OR
If you study in a coaching institute, then you could also ask them to register, but it depends on which coaching are you going(Do not work 100% as it depends from institute to institute).
