what should one study for ntse stage 1 ? are state board books sufficient?

Heya.....
I think you should firstly cover NCERT
I used many books for NTSE some of them being - 
NCERT (most important) , Arihant , Upkar (Trust me its a good book) , Tata McGrawHill , Bright Publications(Not sure if this book is available now or not) , S.Chand (Again a good book - it comes with a separate practice booklet).

Its not necessary to buy all these books. I used to complete one and then search out for a new book in the market. Its more important to complete one book than to buy too many books and complete none.

Also do practice previous year papers ( you can get PDF versions online or in some of these books) . Practice as many mock tests as possible. It improves your speed and accuracy. You may practice with sample OMR sheets (available online) to avoid bubbling errors in the exam.
