A repressive law system is one in which any law breaker is severely punished for their crimes. This type of law exists in mechanical solidarity because the laws are based on the very powerful collective conscience, or set of social norms, that the people in a mechanical society all strongly believe in.

Sometimes a law could be constitutionally valid and therefore legal, but people could still find it unpopular and unacceptable because they believe that its purpose is unfair and harmful. People could therefore criticize this legislation, hold public meetings, write newspapers, report on it on TV Channels.

Nobody will dispute the need for certain rules to keep open public spaces for people to walk. It "cannot be denied", though, that hawkers & sellers offer basic services to millions of people living in a big city in a cheap and efficient way. This is their means of livelihood
- So, if the new law favors one group, it is controversial and leads to conflict if it disregards the other. People who believe the law is not fair, could approach the court in order to decide the matter. The Court has the power to amend or cancel laws if it determines that it does not adhere to the Constitution.
