Let the number be 100 .

Decrease of 19% = 100 -19

= 81

Increase of 7% in 81 = 7/100 × 81

= 5.67

So , the number now becomes 81 + 5.67

= 86.67

So there is actually a decrease in number as original number is greater than the new number .

The decrease is 100 - 86.67

= 13.33

So , the percentage change is 13.33% .
