The value-action gap is the space that occurs when the values (personal and cultural) or attitudes of an individual do not correlate to his or her actions. More generally, it is the difference between what people say and what people do. The phrase is associated with environmental geography, relating to attitudes and behaviors surrounding environmental issues. Usually attitudes affect behavior; however the opposite often seems to be the case with regard to environmental attitudes and values.
The outcome is that there is a gap between the high value people place on the natural environment and the relatively low level of action taken by individuals to counter environmental problems. This disparity has been termed the value-action gap, the attitude-behavior gap, the intention-behavior gap, the KAP-gap(acknowledge-attitudes-practice gap) or the belief-behavior gap.[1][2][3]
Debates surrounding the issue of the value-action gap have mainly taken place within environmentaland social psychology and research is often based within cognitive theories of how attitudes are formed and how this affects individuals’ behavior.[4][5] This aims to explain why those with a high regard for environmental issues do not translate this concern into behaviors to solve environmental issues.
The research suggests that there are many internal and external factors that affect behavior and the reasons behind consumer choices. Therefore, it can be difficult to identify the exact reasons for why this gap exists. When purchasing a product for example, many attributes are assessed by the purchaser in order to make their decision such as; price, quality, convenience, and brand familiarity.[6] These factors influence the reasons behind buying behavior and environmental considerations are often not taken into account, regardless of the attitudes people have regarding the environment.
Overcoming this gap is of particular importance for environmental policies as finding ways to overcome it should increase the effectiveness of these strategies. This would lead to a fundamental shift in behavior towards the environment and individuals’ use of natural resources, ensuring sustainable developmentand conservation of the environment.

GAP is Ganga Action Plan. GAP is one of the longest and most ambitious government projects which have significantly influenced a lot of policies for controlling water pollution in India. The non core schemes under GAP, which attracted meagerfunding from the world bank and from the government revolved around crematoria beautification and beautification of bathing ghats which was like being distracted from the original aim of the government. Due to reasons like this, GAP failed to some extent.
