What steps are taken by government to ensure fair globalisation

I think the best a government can do is enable their citizens to compete in the global market place and make accommodations for when labor markets shift.

Citizen complete with their skills and intellectual capital. This means a government would need to provide vocational and college level education which would be paid back by the taxes these educated citizens would pay. The temptation here is to say “provide free education”, but it isn’t free, it would be paid for by everyone’s taxes.

To accommodate for labor market shifts a government would need to do a few things. Provide a safety net to allow workers to find new jobs. Provide additional vocational training if a job category is eliminated. Potentially relocation assistance to where jobs are plentiful.

In the United States it would also be a good idea to divorce heath insurance from employment. This oddity often tethers employees to jobs when they may be able to do more for the economy doing something else, like starting a business.

I don’t think you can get a guarantee of fairness, but I think doing the above would create an opportunity for it.
