The belgium leaders took a different path between 1970 and 1993 :
1. They amended their constitution 4 times so as to work out an arrangement that would enable everyone to live within the same country.
2. Many powers of the central government were given to the state government of both the regions.
3. The French community excepted equal representation in brussels because the Dutch community excepted equal representation in the country.
4. No single community could make decisions unilaterally.
5. Apart from the state and central government there is a third type of government called the community government. This government had powers regarding education , culture and language related issues.
