the following major steps were taken towards the decentralisation or in respect to the third level of government in 1992
- it was made constitutionally mandated to hold regular election to local government bodies
- seats are reserved in the elected bodies and the executive heads of this institution for the scheduled castes scheduled tribes and other backward classes
- for women at least one third of all positions were reserved
- state election commission which was an independent institution was created in each state to conduct panchayat and municipal election
- it became necessary for the state government to share powers and revenue with local government bodies.

1 ) A type of society or organization will be formed that will be control the elections of local bodies...
2 ) There will be reserved seats for the scheduled cast in the every form of elections...
3 ) 1/3 seats also for women only should be saved...
4 ) Election Commission of local bodies will be independent to spends its rules..
5 ) State govt will have to share the power with local government..
