What stop the blood from flowing back to the heart?​

Blood 'is' flowing back to the heart from tissues after getting deoxygenated to again get oxygenated and reach the tissues.

If you are taking about the oxygenated blood which is being pumped by the heart then it's the pressure exerted by the 'pumping machine'/heart!
