The Federalists wanted a strong government and strong executive branch, while the anti-Federalistswanted a weaker central government. The Federalists didnot want a bill of rights —they thought the new constitution was sufficient. The anti-federalistsdemanded a bill of rights.

The Federalists set up the ratification process so that it would favour them. They had their own ways and did not use to leave the matter to the sitting state legislatures who would be less interested to support the new Constitution as it would result in reduction of their power. The Federalists always wanted a strong government and strong executive branch and did not want a bill of rights.
