Creating subcommittees to tackle with inequality was the strategy done by the "National Organization" for 'Women adopt' shortly after its founding.

The reason behind forming these kind of  subcommittees is to take care of the people from their respective subcommittees and to protect their rights.

For example, there were some subcommittees which were formed, so that it can check the different wage rates of men and women at the same workplace.
