The major aim of Tenth Five Year Plan for the period 2002 to 2007 was to increase the literacy rates to 75% within the planning period. In this regard, the following are a few major objectives. 
Objectives for the Primary Level of Education
1.  Access to all children in the age-group of 6 to 14 for the primary and upper primary schools within a distance of one to three kilometers.
2. Universal access to all children in the age group of 3 to 6 for early childhood care and education centres.
3. All schools must have the basic amenities and facilities such as buildings, toilets, clean drinking water, playgrounds, blackboards etc.
4. Reduction in dropout rate to less than 10% for grades VI to VIII by 2007
 
Objectives for the Secondary Level of Education
1. Greater focus on improving access and minimising inequalities by focusing on Common School System.
2. Emphasis on revision of curriculum with special focus on vocalisation and employment-oriented courses.
3. Use of new technologies for teacher training and reorganisation of teacher training programmes.

Objectives for the Higher Level of Education
1. Raising enrollment rate from 6% to 10% by 2007 for the students in the age group of 18 to 23.
2. Special emphasis on increasing access and course quality.
3. Emphasis on vocalisation and employment-oriented courses. 
4. Expanding distance and open education, increase private sector participation in education field to open-up new educational institutes and deemed universities.
5. Meeting up the challenges in regards to the Internationalisation of Indian education.
