What surprised Gulliver most when he arrived in the land of Huoyhnhnms?

Gulliver saw many wild creatures there which resembled humans and there were also some horses which were called Houyhnhnms. Also, there were other creatures also which were called yahoos and the thing which differentiated them was that they were not smart enough like the horses, so these were the things which made Gulliver surprised and amazed at the same time.

Gulliver was greatly surprized to see Houyhnhnms as despite being horses, they were very civilized and they used Yahoos, i.e. men as beasts of burden.
