What the difference is between will and shall. do they refer to the present, past or future?

It is as such that 
'will' is used for pronouns other than 'I' and 'we'.
'shall' is used with 'I' and 'we'

But we interchange their usage when we need to put the emphasis.

example- I shall go to school, ( a normal sentence)
I will go to school. ( emphasis that I will sure go to school)
