This sort of question depends primarily on what the reviewers are reviewing. As a general rule, you should not take any immediate action in following of the first or second review. The wider your information base, the more accurately you can deduce a common solution. If ONLY two people have reviewed, take into account what is similar and different in their reviews, how credible the reviewer is, and how well their review addresses what you're looking to understand. Do they provide relevant, informed suggestions based on an objective and complete understanding of the content they accessed? Or does it appear they gave an opinion based in personal experience? Find a common ground between them, or create one.
