Answer:

Pigs.

Explanation:

Pigs had, since the beginning, been the leaders among the animals.

First, it was Old Major, a pig himself, who had aroused all the animals for a sense of rebellion.

When Major died, it was the pigs (remarkably Snowball and Napoleon) who led the animals to train and spread Major's thinking.

The pigs became in charge when they revealed that Snowball and Napoleon had been learning to read and write well before the beginning of the revolution.

Then it was Snowball and Napoleon again who milked the cows on their first day after throwing Farmer Jones out of the farm.

It was also Snowball who ordered the animals to follow him to harvest something afterwards, leaving the milk all on itself (which were drunk alone by Napoleon though no one ever found out)

Then, Squealer became the messenger of the pigs to the animals (representing the media in Russian Revolution), spreading that the pig needed comfort and leisure to remain in charge of the farm or else Jones would return.

Therefore, in every aspect, it was totally the pigs who were in control of the farm. The dogs were even under the order of Napoleon himself when he took the newborn pups into his care and raised them as his bodyguards.
