Electrolysis of water is a chemical change as the molecules of water that is hydrogen and oxygen are broken down into two elements.

Chemical change.

During electrolysis, water splits into elements.  Hydrogen and oxygen gases come out of water.  As the molecules of water have undergone permanent changes into Hydrogen and Oxygen. They can not be recombined in a simple way using physical means to get water back again.
