Raoult's law predicts/gives a relation between elevation in boiling point and the concentration of a solute in water.  Here the solute is Nitric acid  HNO3.

The boiling point of Nitric acid will be above 100 deg. C  depending on the concentration of HNO3 in it..  The boiling point deviates.
 
The partial vapour pressure of  water above its surface changes also.
