Around 1860 the Tsar had 1 million serfs (former slaves), the state owned 10 million and the Nobles another 10 million serfs, who they could mortgage for profit or sell or kill as they wished. 50% of industrial workers were serfs. The nobles could own or rent land and return it or have it taken away. And some free agriculturalists could rent land.
