Firstly, considering the fact that most of the rural population belongs to poverty or is not that rich. The people living in villages are generally poor therefore they can't afford pucca houses. Therefore in many villages, pucca houses are less common.
Apart from this, individual dwelling is also very rare in villages. In the rural areas, we can see joint families more than nuclear families. Therefore, small houses or apartment-type buildings cannot be seen in villages.
