brussels was the capital of belgium . in belgium there are french speaking and dutch speaking and even german speaking communities

french speaking was minority in the whole country but majority in the capital brussels whereas dutch speaking are minority in the capital brussels but majority in the whole country and german speaking constituted only 1 % of the whole population

french speaking community was relatively rich and better educated and dutch speaking community was unhappy about this

this led to tension and conflicts between the two communities but they solved their problems through accommodation and even amended their constitution 4 times between 1970 and 1993

according to the ammendment both the communities are given equal representatives in the parliament and equal ministers and even community government was also introduced which was elected by the members of its own language community.
