If velocity-time graph is parallel to x-axis it means velocity of object is constant(object is moving in a particular direction without changing it’s direction & travelling equal distance in equal interval of the time).
Velocity-time graph(if y-axis is denoting velocity & x-axis denoting time) can never become parallel to y-axis. If it become parallel to y-axis it means object have infinite velocity at that moment of time(time at which it is touching the x-axis) but infinite velocity is practically not possible so velocity time graph can never be parallel to y-axis.
