Forest not only serves big companies or government but it is a main source of food and wood for people living around forests.
It can obviously met domestic needs of people living around forests.
Everyone requires natural resources and so local people do.
To get the natural resources they have to visit forests and by visiting forests they can fulfil their requirements.
