By 1786 the United States was serious financial distress, and states were fighting over issues of boundary lines and tariffs. The economic depression made not only the states but also to many citizens (such as farmers, merchants) in debts. Angry farmers in Massachusetts began a rebellion known as Shay's rebellion. Even though the army of Massachusetts managed to control the rebellion this rebellion, it pointed out the weakness of the central government to maintain law and order.

Therefore, the Shays rebellion explained to the colonist that the articles of Confederation was too weak and led to the formation of the new Constitution.
