The little girl’s father is a plumber and he also works as an electrician.

So he perhaps uses torchlight or candle to swim through the darkness and when the fuse is mended then the whole world is again filled with light and the little girl can see her father working and also her mother. 

Hence the poet uses even the smallest details to show how the little girl is able to stay with her parents and how she loves them.
