60% v/v means 60 ml ethanol in 100 ml of solution. Water is 100-60 = 40 ml.

Ethanol to Water ratio is 60/40 = 3/2

Hence in 250 ml solution, 3 parts of 250ml is ethanol and 2 parts of 250ml is water.

In total, 5 parts makes 250. So 1 part is 250/2 = 50 ml.

Hence ethanol needed is 150ml and water 100ml
