The Simon Commission was appointed by Tory government in Britain and it it was headed by Sir John Simon. The revision of the Act of 1919 was necessary as it would decide the fate of further law making for India. It was with this concern that the Commission was appointed.
The simon commission was rejected by the indians as the commission did not consist of a single Indian.
All the members were British. Hence, it was rejected.

The Simon commission arrived in India in the year 1927 to check the reforms introduced by the government of India Act,1919.
It was lead by sir John Simon. It was opposed strongly in India because it did not have even a single Indian Member. People discarded it by referring it as an "All White Commission."
