Citadel was the west side of a harappan city.Important building were constructed here because here only rajas, Priests, specialists etc lived in this part of the city.For example in Mohenjodaro there is a place called Great Bath in the citadel. This place was like a tank which holded water.It is believed that rajas took a dip here on special occasions.

The Harappan cities were divided into two parts: the citadel and the lower town. The west part of the town is called the Citadel was located on the higher grounds. Walls were fortified with bricks in interlocking patterns to prevent from flooding. Special buildings like the Granaries, The great bath of Mohenjo-daro and few houses belonging to the ruling class were located here. Since this was located on the higher ground and had high raised walls the Citadel was safe from floods compared to the eastern part of the town.
