Due to Westward Expansion that occured after independence and formation of United States of America, Whites cleared the forests. Before independence, USA was a forested country, except in the north-eastern parts where the forests were cleared by Whites. Strong used to blow, but they could not blow soil. These became black bizards due to deforestation. Trees hold the soil together, in their absence, there was nothing to hold the soil together. New technologies could break the hard grounds of Praries where there was grass everywhere. This grass also held the soil together.
So black wizards were formed due to westward expansion.
