The Dutch first imposed rents on lands used for cultivation and then exempted some villages from rents. In place of rents, villagers were to provide them free labour and buffaloes for cutting and transporting. This system was known a Blandongdiensten system.

In Blandongdiensten system, the Dutch forced rents on land cultivated in the forests and the villages which were privileged had to in return work collectively to give free labour and buffaloes for cutting and transporting timber in Indonesia.
