The civil disobedience movement became popular all over the country. The government resorted to repressive measures again. About 60,000 people were rested but the repressive measures were ineffective. Hence the british thought of consiliatory measures. They called Gandhi to suspend the civil disobedience movement and signed a pact in 1931 known as the Gandhi Irwin Pact.
