He was a vehement opponent of the Partition of Bengal in 1905 and led the Swadeshi movement with distinction. However, with the growing tide of a more radical form of nationalism gripping the country, he gradually withdrew from the Congress in 1918, espousing a more moderate line with greater emphasis on Hindu-Muslim unity. In 1921 he was knighted and he served as a minister of local self government in Bengal (1921-24).

During the time of Partition of Bengal, Surendranath Banerji was a leading personality who strongly opposed the partition. He launched a number of movements and demonstrations and gained a lot of support throughout Bengal, which eventually concluded in the British reversing their operation of partition in 1912. His goal was to encourage the people of India to fight against the British rule and its policies, for this he even launched the Swadeshi Movement that encouraged people to use the goods made in India instead of made in Britain.
