He had to write a constitution that was strong enough to hold the states and people from having one person have too much control. James Madison was worried about the fact that the new Constitution would provide the federal government with too much power. He believed that political power can lead the corruption for those who exercise the power, hence, the only way to prevent this corruption is the division, limit and put restrictions on power. He believed that if people are provided with too much power in the form of democracy, then the parties would begin to form and would put a threat to others with a tyranny of the majority. Hence, to protect the people of the United States from a corrupt and tyrannical rule, Madison recommended a three-tier of government.
