On the national/ideological level goal, Stalin wanted to create a Soviet Union that was strong enough to challenge the West. His motivation was that he wanted a country that would be able to help spread communism across the world.

Stalin has some personal objects to grab lots of powers for himself at an apex of society in Soveit Union.
He was completely ruthless in dealing with the enemies, imagine and real.
It leads to better creation of the society where individuals are fully afraid for challenging him.
He was also liable for turning on things which may appear very closest to him in the middle of power in Communist Party.
