When Napoleon got into power (1799) by overthrowing the Directory (a five-person group that governed France), he created a new form of government that consisted in a three-person Consulate, and he was titled the First Consul. Therefore, when he presented France with the Napoleonic Code on 21 March 1804, he was called the First Consul.
