The early Acts centered on regulating the hours of work and ethical welfare of young adolescents hired in cotton mills. For instance, the Factory Act of 1844, limited the working hours as six and a half hour for the workers between the age of eight and thirteen and ten hours for women and young people. And the Factory Act of 1847, provided workers with a limit of 10 working hours.
