Lord Cornwallis introduced the Permanent Settlement of 1793 in Bengal. Zamindars were recognised as the owners of the land and revenues were collected by them. They were to pay a fixed amount which was permanent and would not change in future to the government. ... This system was introduced in Bengal, Orissa and Bihar.
