In 1917, the governor general Lord chelsmsford appointed a committee under the chairmanship of justice Sydney Rowlatt to investigate the nature and extent of revolutionary activities, and to suggest legislation if necessary to deal with them effectively. On the basis of its report, the government passed the Rowlatt act in 1919 .
