The Rowlatt Act came as great shock to the Indians. For the act in the name of curbing a handful of revolutionaries enacted a law taking an Indians as offenders. All the elected Indian members in the Imperial Legislative Council vehemently opposed the Act.

The anarchy and the revolutionary crimes act of 1919, which is well known as the rowlatt act or the black act, was a legislative council act which was passed by the imperial legislative council in Delhi on 21 March 1919, on 21 March 1919, for an indefinite period in defence, detention, imprisonment, without trial. The emergency move of the first world war enacted in 1915 was carried out in the light of an alleged threat to the revolutionary nationalists, and it was set up for such intrigues, as the government realised that the break of the law would benefit them during the war.
