Rowlatt act was declared by Justice Rowlatt in February, 1919. This act implied:
The arrest of a person without warrant.
Restrictions on movement of Indian individuals.
Suspended Right of Habeas Corpus from Indians.

This act came like a sudden blow to the Indians who were expecting self governance. Gandhji appealed to Viceroy to withhold his consent to such measures. However, Viceroy ignored which led Gandhiji to start 'Satyagraha'as a challenge to the British government.
