Ultimate objectives of temperance movements have differed overtime and between temperance groups. It's an oversimplification to say that all temperance movements supported the state prohibition of alcohol.

Early temperance movements from the first half of the 19th century supported moderate consumption of low alcohol beverages like beer over the excessive consumption of spirits. They didn't necessarily problematise all forms of alcohol as the category of an "alcoholic beverage" did not really exist in people's minds back in the day.

From around the same period, people who began to problematise all alcohol emerged. Their goal was to compel individuals to morally overcome their habits and quit drinking altogether. They're referred by historians as 'moral suasionists' and often depended on drinkers to voluntarily pledge their abstinence. In Britain, the first temperance groups to oppose all alcohol were the moral suasionists in Preston.

However, from the mid 19th century, the notion that an individual had control over his or her own habits was questioned. People began to believe in the agency of the social environment in shaping one's behaviour and thus began supporting legal prohibition as a solution. In 1851 the State of Maine passed the first state-wide prohibition. This view was increasingly popular and by around 1900 the majority of temperance activists were prohibitionists of some sort, while the 'moderationist' temperance activists who had no issue with the moderate consumption of alcohol were put aside
