  2. The 1918 Constitution of the Russian SFSR mandated that Congress shall convene at least twice a year, with the duties of defining (and amending) the principles of the Soviet Constitution and ratifying peace treaties.
  3. The October Revolution ousted the provisional government, making the Congress of Soviets the sole, and supreme governing body.
  4. It is important to note that this Congress was not the same as the Congress of Soviets of the Soviet Union which governed the whole Soviet Union after its creation in 1922.

Explanation: So the all Russian congress of sovients mainly wanted to overthrow the Tsar's autocracy which was led by Vladimir Lenin who was in favor  of communism. In the same party some accepted Lenin's ideas and some did not so Lenin had his own subgroup which was bolsheviks which means majority(actually they were in less in number)and the minority was Mensheviks which means minority(they were more in number). But none of them got much to do because they were exiled to Switzerland.When they came back to Russia bolsheviks were popular and took over the government changing the country to U.S.S.R which practiced communism                 HOPE  IT HELPS YOU
