Article 48 of the constitution of the Weimar Republic of Germany allowed the President, under certain circumstances, to take emergency measures without the prior consent of the Reichstag. This power was understood to include the promulgation of "emergency decrees".

article 48 in weimar Republic give the President to suspend the Civic rights of citizens in case of emergency and Rule By decree

basically it means that if a president use article 48 then no citizens will have Civic rights that means no freedom of speech no freedom of religion etc. Also he will not be answerable to anyone and he can do whatever he wants which means that the state will run according to him just like in monarchy
