The first attempt made by Dobernier in 1817 to classify elements into a group of 3 was on the basis of their properties. Newlands later on found that every 8th element has properties similar to the first one and called them newland's octaves.
Mendeleev however followed a different approach and classified elements on the basis of atomic mass & properties both.
